In March 2002, he was promoted to Supervising Group Counselor; WHEREAS, Nicholas Birchard was promoted to Probation Division Manager in July 2005 and was assigned to various areas of the Department including Juvenile Hall, the William F. James Ranch, the Adult Services Division, and the Juvenile Services Division.
