REASONS FOR RECOMMENDATION Gary Graves, former Santa Clara County Chief Operating Officer, served the County for 32 years. During his career with the County, he served as the County Budget Director, Deputy County Executive, Assistant County Executive, Acting County Executive, and retired in June 2016 as the County’s Chief Operating Officer. During his tenure with the County, Gary was responsible for the County’s budget and internal management of the County organization, and was fundamental in building critical safety net services. An important hallmark of Gary’s career was steering efforts and collaborating with partners to develop and implement the County’s Public Safety Realignment Plan, establish the County’s Reentry Resource Center, and ensure that Reentry funding would serve the direct needs of those formerly incarcerated.
