REASONS FOR RECOMMENDATION The recommended action to endorse the 2026-2030 Community Plan to End Homelessness (“2026 Community Plan”) is consistent with the Board of Supervisors’ priorities related to homelessness and affordable housing. The Community Plan is a strategic roadmap outlining how partners across the community will address homelessness throughout Santa Clara County over the next five years. It was developed following an extensive planning and engagement process and adopted by the Santa Clara County Continuum of Care (CoC) Board in August 2026.
