County of Santa Clara Emergency Medical Services 129914 DATE: September 15, 2026 TO: Board of Supervisors FROM: Nicholas Clay, Director, Emergency Medical Services SUBJECT: Emergency Medical Care Committee Membership Appointments RECOMMENDED ACTION Consider recommendations relating to appointments to the Santa Clara County Emergency Medical Care Committee. Possible action: a. Appoint Joshua Lauro to the Santa Clara County Emergency Medical Care Committee, seat number 2. b. Appoint Theresa Salas to the Santa Clara County Emergency Medical Care Committee, as the alternate to seat number 2. FISCAL IMPLICATIONS The recommended action does not have any impact on the General Fund. REASONS FOR RECOMMENDATION AND BACKGROUND The purpose of the Santa Clara County Emergency Medical Care Committee (EMCC), as specified in California Health and Safety Code sections 1797.274 and 1797.276, is to review the operations of each of the following at least annually: 1. Ambulance services operating within the county. 2. Emergency medical care offered within the county, including programs for training large numbers of people in cardiopulmonary resuscitation and lifesaving first aid techniques. 3. First...
