County of Santa Clara Roads and Airports Department 130168 DATE: September 15, 2026 TO: Board of Supervisors FROM: Harry Freitas, Director, Roads and Airports SUBJECT: Resolution for One-Way Stop Control at Winding Way approach to Eastbrook Avenue Intersection RECOMMENDED ACTION Adopt Resolution establishing One-way Stop control for intersection of Winding Way with Eastbrook Avenue. FISCAL IMPLICATIONS There is no fiscal impact to the General Fund. Sufficient funds are available in Fiscal Year 2026-2027 Road Fund account 0023-4001-5280000 (Special Department Expense) to install the necessary signage, striping, and markings. Department Staff will perform the work. REASONS FOR RECOMMENDATION Winding Way and Eastbrook Avenue are both two-lane urban roadways in an unincorporated area of Los Altos Hills. The intersection of Winding Way with Eastbrook Avenue is currently uncontrolled T-intersection maintained by the County. Following local requests regarding traffic control, Department staff initiated an engineering evaluation of the area's intersections.
