W HEREAS, after the Fall of Saigon in 1975, millions of Vietnamese refugees fled Viet Nam to escape the Communist WHEREAS, for over five decades, Santa Clara County has become home to a growing population that now reaches over 140,000 residents of Vietnamese heritage who have made significant and historic contributions to the county; WHEREAS, the Vietnamese Heritage and Freedom Flag represents the long history and culture of Viet Nam, and many Vietnamese Americans continue to remember and honor this flag as a symbol of their struggle for freedom and democracy; WHEREAS, the Vietnamese American community annually commemorates the month of April as "Black April" to remind the community to remain vigilant in opposing tyranny in all forms, to actively support human rights for all people, and to celebrate the principles of democracy, justice, and tolerance by which our nation was founded; WHEREAS, the County of Santa Clara will display the flag of the Republic of Viet Nam throughout the month of April in solemn remembrance of the loss, sacrifice, and painful journey of those who were forced to flee their homeland in search of freedom; and WHEREAS, on April 30, 2026, the Vietnamese...
