County of Santa Clara Board of Supervisors Supervisorial District Three Supervisor Otto Lee 128581 DATE: April 28, 2026 TO: Board of Supervisors FROM: Otto Lee, President SUBJECT: Standing with Universities RECOMMENDED ACTION Adopt Resolution declaring the County's commitment to opposing the coercion of colleges and universities. (Lee) REASONS FOR RECOMMENDATION Recent actions by the federal government have increasingly targeted institutions of higher education through funding threats, regulatory pressure, and direct investigations that risk imposing the Administration’s preferred political viewpoints on academic institutions. These actions raise significant First Amendment concerns, as they may constitute attempts to compel or chill protected speech within academic settings, where the free exchange of ideas is foundational. These actions are not abstract; they are already having tangible impacts on universities and colleges that are central to Santa Clara County’s economy and identity, including San José State University, Santa Clara University, Stanford University, UC Berkeley, UC Santa Cruz, and the broader University of California and California State University systems,...

From: To: Subject: Date: Thomas Adams BoardOperations [EXTERNAL] Board of Supervisors, April 28, 2026, Item 34 Friday, April 24, 2026 8:39:32 AM President Lee and Board Members, I am writing to support Item 34, Resolution 128581. Santa Clara County, as the resolution recites, is richly endowed with institutions of higher education. These institutions are threatened by a federal administration opposed to academic freedom, merit based scientific research, and campus diversity. It wishes to impose political tests on who is taught, who teaches, what is taught and what is researched. It is a fundamental threat to an innovation-based economy. Here in the Bay Area, we see the power of fundamental research. Basic research at Stanford University gave birth to the tremendous economic engine of Silicon Valley. Medical miracles achieved by federally funded university research are too numerous to list. San Jose State University, Stanford Medical School, and UCLA are currently under attack. The attack on San Jose State University is a particularly atrocious example. A transgender woman competed on its volleyball team in 2022 - 2024. She was in total compliance with existing law and athletic...
