Onciano, Director Samuel Gutierrez, Principal Planner 1 Background Government Code 65400(a)(2): Local planning agencies must provide an Annual Progress Report to the Department of Housing and Community Development (HCD) and Office of Land Use and Climate Innovation (LCI) • General Plan and Housing Element • Due to the state by April 1st of each year The 2025 report covers January 1st, 2025 through December 31st, 2025. The Department presented the 2025 APR to the Board on March 24, 2026, and then submitted the report to HCD and LCI. 2 Background The Department reviewed an alternative methodology for reporting ADU income distribution levels in the APR.
