REASONS FOR RECOMMENDATION This is the Office of Corrections and Law Enforcement Monitoring’s regular annual report, the second since it gained more significant access to Sheriff’s Office meetings and documents following the election of a new Sheriff and the subsequent approval of a much broader information-sharing agreement. As discussed throughout the report, 2025 marked a new level of progress for the Office of Correction and Law Enforcement Monitoring (OCLEM) in fulfilling its original mandate in Santa Clara County. OCLEM presented this report to the County’s Community Correction and Law Enforcement Monitoring (CCLEM) Committee on May 5, 2026.
