FISCAL IMPLICATIONS There are no fiscal implications associated with receipt of this report. However, Administration intends to bring forward Revised Recommendations for the upcoming fiscal year’s budget related to child welfare as part of the budget hearing process in June, some of which are further described in this report. REASONS FOR RECOMMENDATION On April 9, 2026, our community lost 2-year-old Jaxon Juarez who was a dependent of the court and was living in a foster home placement made by the Department of Family and Children’s Services (DFCS) at the time of his death. The death of any child is profoundly tragic, but for County staff across several departments who have devoted their provisional lives to protecting, caring for, and supporting the wellbeing of children, it is truly devastating.
