REASONS FOR RECOMMENDATION The COVID-19 pandemic highlighted the essential role that childcare plays in supporting children, families, businesses, and a thriving economy. On February 28, 2023 (Item No. 8), the Board of Supervisors (“Board”) approved recommendations relating to administration of a childcare and early education infrastructure grant program (Santa Clara County Childcare Expansion Grant Program, “CEGP, or “Grant Program”), including allocating $15,000,000 in one-time American Rescue Plan Act (ARPA) funds. Childcare Expansion Grant Program County of Santa Clara Board of Supervisors March 24, 2026 Background • The COVID-19 pandemic highlighted the essential role of childcare in supporting children, families, businesses, and a thriving economy. • In the past decade, over 700 childcare facilities shut down across the county, with at least 161 of these closures occurring during the height of the pandemic. • The childcare and early education infrastructure grant program (Childcare Expansion Grant Program) was designed to support childcare providers serving communities negatively impacted by the pandemic to open, reopen, or increase affordable childcare spaces. • 2023: Allocation of $15,000,000 in one-time American Rescue Plan Act (ARPA) funds. 2 Childcare Expansion Grant Program Timeline Feb 28, 2023 Nov 30, 2023 May 2024 July - October 2026 BOS Authorization of Program Funds Deadline for Grantee Applications First Grants Executed and Funds Disbursed Grantee Projects End, Final Reports Due Contract with VHF Finalized June 2023 Application Equity Scoring Complete.
