FISCAL IMPLICATIONS There are no fiscal implications associated with this informational report. REASONS FOR RECOMMENDATION This is the first semi-annual report for calendar year 2026 on jail reform efforts from the Office of the Sheriff (SO), Custody Health Services (CHS), Facilities and Fleet Department (FAF), Technology Services and Solutions (TSS), and Office of the County Executive (CEO). Additionally, this report includes information related to the jail facility transformation process. I. Background Beginning in 2016, 15 separate entities, including the Blue Ribbon Commission on Improving Custody Operations, collectively issued 623 recommendations for reform of the County’s jails, which were captured in a Master List of Recommendations. Good morning. My name is Mario Castro, and I serve on the Reentry Community Advisory Board in South County. I’m here today because the issues OCLEM is monitoring are not abstract to me or to the people I represent. These are real conditions that impact safety, dignity, and the long-term outcomes of individuals and families in our community. Whether we’re talking about access to parenting classes, transparency in Internal Affairs investigations, fairness in discipline, or communication with families after an in-custody death — these are not small matters. They shape trust, accountability, and the basic humanity of our system. As CAB members, we’re committed to being part of this work. Many of us come with lived experience or direct connection to the jail system, and that perspective matters. It fills in the gaps that data alone can’t capture. At the same time, we want to be clear: our involvement needs to be meaningful. We’re not here to be part of a performative process or to simply “check a box.” We need to understand how our feedback will be used, how it will shape decisions, and how our voices will be carried forward as this project develops.
