County of Santa Clara Office of Correction and Law Enforcement Monitoring 128133 DATE: April 14, 2026 TO: Board of Supervisors FROM: Julie Ruhlin, OCLEM Project Team Leader SUBJECT: Report on Status of Jail Reform Efforts being Monitored by OCLEM RECOMMENDED ACTION Receive report from the Office of Correction and Law Enforcement Monitoring (OCLEM) relating to the status of jail reform efforts monitored by OCLEM. BACKGROUND Since December 2020, the Office of Correction and Law Enforcement Monitoring (OCLEM) has been auditing the Sheriff’s Office and other County agencies’ implementation of the 623 specific recommendations stemming from the jail reform efforts that began in 2016. In our seventh report on that ongoing audit (April 8, 2025), we identified seven areas where the work related to the remaining recommendations being audited was still in progress, and recommended organizing our future monitoring efforts and reports around those seven categories. The Board subsequently added an additional area for OCLEM to include in our monitoring reports, resulting in eight categories of ongoing work related to this assignment.
