BOS-2024-45 AND DELEGATING AUTHORITY RELATING TO BEHAVIORAL HEALTH SUBACUTE AND COMMUNITY RESIDENTIAL TREATMENT SERVICES FOR THE BEHAVIORAL HEAL TH SERVICES DEPARTMENT WHEREAS, the Behavioral Health Services Department (BHSD) serves as the administrator for the County's Mental Health Plan (MHP) and is obligated to provide or arrange for behavioral health services for beneficiaries under the Short-Doyle Act (SD) and Behavioral Health Services Act; WHEREAS, BHSD is required by state and federal law to build a care delivery system that ensures the availability of behavioral health services to meet timely access and network adequacy standards for beneficiaries; WHEREAS, BHSD has conducted extensive fiscal and operational planning for the implementation of payment reform including engagement with County-contracted providers; WHEREAS, in February 2022, the Board of Supervisors declared mental health and substance use as a public health crisis in Santa Clara County; WHEREAS, the Board of Supervisors committed to the County to expanding investments it has already made in...
