WHEREAS, April 30th is solemnly commemorated each year by the Vietnamese diaspora and the Vietnamese American community as Black April, a day of remembrance honoring the sacrifice and legacy of those who fought for freedom in Viet Nam and those who continue to uphold that cause around the world; WHEREAS, since 1975, Santa Clara County has served as one of three congressionally designated refugee resettlement sites for the Vietnamese diaspora, with San Jose now home to the largest Vietnamese population outside of Viet Nam. The Vietnamese American community has flourished in Santa Clara County over the past fifty years, making invaluable contributions to the region's economy, culture, and overall quality of life; WHEREAS, founded on December 20, 1992, the Northwestern Association of Fonner Viet Political Prisoners (Khu Hoi Cuu Tu Nhan Chfnh Tri Tay Bite Hoa K51) was established in Northern California to support refugees from the Humanitarian Operation (HO) program and the boat people movement. With support from local government, the Association offered ESL classes, citizenship preparation, and vocational training to help former political prisoners rebuild their lives. Over the...
